Mandate Drafting laws on human rights, the Committee has prepared such laws as the Law on Complaints and Appeals of Citizens, the Law on the Referendum, the Law on Elections, the Law on Public Funds, etc. The Committee exercises parliamentary control over the compliance with the laws on human rights. Members of the Committee consider individual complaints from citizens.
Membership Sixteen (16 members of the Committee are elected at the session of the Parliament for 5 years.
Working methods The Committee annually accepts the Working Plan. The Working Plan of the Committee includes three groups of issues: 1) making draft laws; 2) exercising parliamentary control; 3) efforts towards dissemination of the draft laws made by the Committee. The Committee has the right to summon and hear officials of the Executive authorities, i.e., ministries and local governments (khokimiyats). The decisions of the Committee are recommendatory.
Relations with other parliamentary bodies The Committee cooperates closely with all the committees and commissions of the Parliament, as well as with the Ombudsperson of the Parliament. Jointly with the Committee on Inter-parliamentary Relations and the Commission on Legal Terms, the Committee has prepared and published four collections of the international human rights documents. The Committee, in cooperation with the Ombudsperson and international organizations, has conducted a series of regional seminars on human rights monitoring in the country.
Relations with external bodies The Committee maintains close relations with the Ombudsperson of the Parliament, the National Human Rights Center, and the Ministry of Justice. Within the Committee, an Expert Group on Liaisons with non-governmental organizations was established. NGO participates in the activities of the Committee pursuing the following three thrusts of activity: a) making and discussion of draft laws; b) exercising parliamentary control; c) conducting seminars, conferences and round tables. The Committee cooperates closely with many international organizations (e.g., United Nations, ICRC, OSCE), foreign embassies and NGO.
Subjects dealt with The Committee makes draft laws on human rights; exercises parliamentary control over compliance with the laws on human rights; conducts seminars and round tables on human rights issues on a regular basis. The Committee participates actively in organizing and holding elections of chairmen of citizens' self-government bodies (makhalla).
